Trying to Fix Baghdad

When it comes to problems with water, sewage, trash, and more, Brig. Gen. James Milano is on the case.

Why does the general need any help at all? This is not his problem, this is not his job description, this is not his country. He is a war fighter. He is not a garbage collector or someone who will fix your sewer.
