It's always both.

It is worth taking a moment to explain "trained reflexes".

Reflexes operate in the body - are not part of the mind or will.

It has been proven and shown, clearly, that we can create new reflexes, trained reflexes, in anyone by repetition training.

This is why marital artists have to register their hands and feet.
