How I'd run a health insurance company
Looking at long term profits, I'd prefer my members to catch serious problems sooner, rather than later.
To this end, I would cover the first $1000 per year per covered person sans any deductable or copay. At least sans the deductable. It's my observation that many people put off tests and such because of the deductable. By the time they have sufficient pain or such to go in spite of the deductable, whatever they suffer from has advanced.

That's a very good plan, but can we afford it for everyone? Those who pay will also pick up the tab for those who won't/can't.
