The foundations of the ICC were being worked out during Clinton's last years in office, and he said he would not allow it to apply to anyone in the U.S. Jr. outright hates it, as we all know, and there's just no way Obama won't be ruthlessly attacked politically if he were to warm up to it.

The US would need to make a huge gesture to the world, such as recognizing the ICC, since we've pissed off just about all of or friends and allies.

I can't think of a better way to show we are a nation of Law rather than of men and aggression.
