Nope. Picasa is software used to edit and organize your photos but they are stored on your hardrive. When you go to Photobucket (I haven't used it yet) - you just need to browse to the folder they're located in. If you're not sure where it's save on your cmputer - there's an option in Picasa to "locate on disk".

I'm not sure what you mean here. If you have a google account (like Gmail) you can just upload the pictures to your web album - this would eliminate the step of uploading to Photobucket. The URL would be something like:
http://picasaweb.google.com/username.
If you go to gmail.google.com you will see links for "calendar" "documents" "photos" at the very top of the web page.
