Mao died in 1976, China had hardly any nuclear weapons and ICBM's, they would have been destroyed in a matter of minutes!

True. And he did not care. He was fullying willing to lose 100 - 200 million Chinese or more. Russia developed a massive building program for the Chinese under Khruschev in the 1960s.
