Eventually black holes "evaporate" as X-rays from their poles over time, though it's estimated to take tens of billions of years to do so.

Let's go over a list of technologies:
1. High speeds. 2. Protective shell. 3. Master recycling. 4. General infrastructure. 5. Navigation stuff, telescopes and whatnot. These are a few things we could safely say we would need. What else could there be, other than the things we cannot currently determine? |

Maybe said blackhole was the creation of a former civilization that couldn't handle their particle accelerator.
